KREASI and the Government of Morotai Develop Draft Regulation on Literacy and Numeracy 

KREASI Morotai, implemented by the Stimulant Institute in collaboration with the Government of Pulau, is working on a policy concerning literacy and numeracy. This collaboration is being realized through the drafting of a Regent Regulation (Perbup) on Guidelines for the Implementation of Literacy and Numeracy. 

The drafting of this regulation aims to establish a strong and practical legal foundation to support the improvement of students’ literacy and numeracy skills at the primary education level. The policy is also aligned with indicators in the Education Report (Rapor Pendidikan), which emphasizes the importance of strengthening basic education as a foundation for transforming regional education systems. 

The drafting process is now in its final stages. As part of the finalization, the Government of Pulau Morotai and KREASI Morotai held a public consultation to gather technical input from a wide range of stakeholders, including teachers, school principals, school supervisors, community leaders, and development partners. Unlike the regulation on the Child-Friendly District (Kabupaten Layak Anak or KLA), this is a new regulation being publicly consulted for the first time. Therefore, participation from various parties is critical to ensure the content and implementation reflect local needs. The public consultation was held on Friday (19/9/2024). 

“If there are suggestions or proposals to add points to the draft Regent Regulation on Literacy and Numeracy, let’s use this public consultation as a platform to build a shared agreement. This guideline is expected to serve as a strategic intervention by the local government to improve literacy, numeracy, and Education Report scores. That’s why this consultation is an important space to gather feedback—whether additions or revisions—to perfect the regulation before it is enacted,” said Head of the Legal Division of the Morotai Regional Secretariat, Sulaiman Basri. 

More than just a consultative forum, this public consultation also served as a strategic space to build cross-sectoral commitment in strengthening literacy and numeracy as the foundation for inclusive and sustainable education in Morotai. 

With the issuance of this regulation, it is hoped that relevant, practical, and contextually appropriate policies will emerge, serving as an official reference for the implementation of literacy and numeracy programs across all educational institutions in Morotai. This is an important first step toward building a higher quality, more equitable, and adaptive local education system in response to today’s challenges.

KREASI is being implemented by Save the Children with Stimulant Institute and support by the Government of Pulau Morotai. KREASI aims to improve the quality of education in Pulau Morotai by strengthening teaching, learning, and student development.
