KREASI and the Government of Morotai Conduct Public Consultation on Child-Friendly Regent Regulation 

KREASI Morotai, implemented by the Stimulant Institute in collaboration with the Government of Pulau Morotai, held a public consultation on the draft Regent Regulation (Perbup) concerning the Child-Friendly District (Kabupaten Layak Anak or KLA) on Wednesday (17/9/2025). This activity is a follow-up to the review process of the existing Perbup on KLA, which has been adjusted to align with Presidential Regulation (Perpres) No. 25 of 2021 and Ministerial Regulation of the Ministry of Women Empowerment and Child Protection (PermenPPPA) No. 12 of 2022 as the main references for implementing KLA at the regional level. 

The public consultation was organized as a joint commitment to developing inclusive, contextual, and responsive policies for the needs of children in Morotai. Cross-sectoral involvement is key to ensuring that the resulting policies genuinely prioritize children. The event was attended by all members of the Morotai KLA Task Force, who actively provided constructive input throughout the discussion process. It also involved other stakeholders such as educational institutions, civil society organizations, the business sector, media, and the general public. 

One of the key agendas in this activity was a direct presentation by the Head of the Legal and Human Rights Division of the Morotai Regional Secretariat, Sulaiman Basri, regarding the revised content of the draft regulation. He explained various amendments, including changes in article structure, addition of terms, and editorial updates. 

“Almost every article has been changed. Overall, around 98% underwent revisions,” said Sulaiman Basri during his presentation session. 

Participants welcomed the transparency of this process, which they considered a progressive step in regional policymaking. 

“This is a new and very useful initiative. Normally, a Perbup is drafted and passed directly. It turns out that public consultations like this are important so that the substance of the regulation can be reviewed together before it is enacted,” said Djufri Kube, Secretary of the Civil Service Police Unit (Satpol PP). 

Through multi-stakeholder participation, this regulatory process not only strengthens the legitimacy of the Perbup as a legal foundation but also enriches its substance to be more relevant to the local context and easier to implement in the field. With an open and collaborative approach, Morotai reaffirms that its commitment to child protection goes beyond rhetoric. It is realized through living, participatory public policies that truly uphold children’s rights.
