Workshop on Work Plan Analysis for Continuous Professional Development

A Workshop on Work Plan Analysis for the Halmahera Utara District Education and Culture Office and the Ministry of Religious Affairs Office related to Continuous Professional Development (Pengembangan Keprofesian Berkelanjutan/PKB) was conducted over two days, from 19-20 August 2026. Participants included representatives from various government agencies, including the Education and Culture Office, the Inspectorate Office, the Regional Development Planning Agency (Bappeda), the Ministry of Religious Affairs Office, and school principals.

In her opening remarks, Sabtarina Dwi Febriyanti, East Indonesia Zone Program Manager of Wahana Visi Indonesia, explained that the workshop was part of a broader process that began the previous year with the development of the Literacy and Numeracy Roadmap.

This initiative represents a strategic effort to support systematic and sustainable improvements in education quality across Halmahera Utara.

Based on findings from Wahana Visi Indonesia’s 2025 Evaluation, one of the factors shown to contribute significantly to improved education quality is strengthening education programs that focus on enhancing the capacity and competencies of human resources. Within this context, the PKB Program is viewed as an important long-term investment to strengthen teachers’ capacity as the frontline providers of quality education in schools.

In his opening remarks, Wenas Rompis, Assistant II for General Administration of the Halmahera Utara Regional Secretariat, noted that Wahana Visi Indonesia (WVI) has been present in Halmahera Utara since 1999-2000 through a range of programs focused on disaster response and social recovery initiatives.

Over the past two years, WVI’s focus in Halmahera Utara has increasingly centered on education as a key pillar of human resource development. Basic education is considered particularly important because it serves as the foundation for students’ success as they progress to secondary and higher levels of education.

For this reason, efforts to improve education quality must begin with strengthening basic education services. One of the most critical areas for improvement is teacher capacity development. Teachers play a strategic role in creating high-quality learning environments that respond to the needs of students.

Therefore, strengthening teachers’ capacity is essential to equip them with the knowledge, skills, and competencies necessary to perform their roles professionally and effectively.

The workshop was designed to review and analyze the work plans of the Education and Culture Office and the Ministry of Religious Affairs in order to identify and map budget allocations related to the PKB Program.

Through this process, participants explored opportunities and strategies for strengthening support for ongoing teacher professional development. It is expected that greater investment in teacher competency development will contribute to improved teaching quality and better learning outcomes for students across Halmahera Utara.
